Arthur Rabjohn
A former London police officer and local government emergency manager with a full spectrum of operational, tactical and strategic experience across a number of local, regional and national incidents and events. Involved in some way in a number of the UK’s major disasters of the last 25 years; including Lockerbie, Marchioness, Paddington Rail Crash, Foot & Mouth outbreak etc. A co-author of the Hanningfield Brief delivered to the UK Parliament by Lord Hanningfield. Board member of the International Association of Emergency Managers as President of IAEM Europa.

Training and Exercise Delivery:
Author and facilitator of a number of the key scenario based exercise programmes currently used in the UK. An experienced public speaker and trainer having delivered presentations and workshops at a number of international events including 14th & 16th World Conference on Disaster Management (WCDM), 52nd & 53rd IAEM Conferences, GovSec Asia 2006, InterSec Dubai 2005, International Disaster and Emergency Readiness Conference (IDER) 2004, Integrated Natural Disaster Management Conference 2007

·Member of Civil Contingencies Secretariat Working Groups on Business Continuity Guidance for the Civil Contingencies Act 2004
·Designed and delivered the Police National (CBRN) Centres Strategic and Tactical Command course exercise scenario
·Exercise delivery training for UK Local Resilience Forums and Australian State Emergency Management Agencies
·Victim Recovery at Lockerbie and Marchioness disasters
·Community assistance and media management for Paddington Rail crash
·Strategic planning and implementation for Fire Service strikes
·Floods, Fires and Chemical incident management
·Major event planning and management – concerts, sport events etc

Diploma in Emergency Planning (DipEP) from Coventry University
UK Emergency Planning Courses in Chemical, Biological, Nuclear and Radiation Emergency Management
